Add updatable governance to transactions that require it

This ticket is a part of #48 and needs to be implemented as part of input-output-hk/trustless-sidechain#832 PR in order to make that PR functional.

input-output-hk/trustless-sidechain#832 implements all the required on-chain functionality for the multi-signature governance and modifies Native Token Management scripts to require the approval from multi-signature governance. This needs to be reflected in the on-chain code by providing lookups and constraints for the multi-signature governance when building transactions that require it.
