Separate out focus area team displays between funded/current and associated/previous

At the moment (51355f9) the focus area pages show everyone who has a corresponding focus area tag in their profile on the team page

It would be useful to be able to sort and show who is the current team of people that are being paid by IRIS-HEP vs. who might have either been associated with IRIS-HEP in the past or who used to be on the team but has left.

At the moment there is no way to do that without removing information from people's profile, which would hide their contributions. It would still be useful though to be able to accurately show the true effort size, as it can give the appearance that team sizes are quite a bit larger in terms of personnel who can contribute FTE to projects.
