Use 4.3.0+ logging

We should be using the new logger in this plugin.

There is already a configuration for the REP for the log level. We either need to migrate this to use the new logger in some existing category, or create a new logging category (a la S3 resource plugin: irods/irods_resource_plugin_s3#2058).
