Preconditions
User is logged in as Hovel admin (https://eplast.westeurope.cloudapp.azure.com/signin)

Steps to reproduce

1. Go to the left-side menu
2. Click on Довідник -> Таблиця користувачів
3. Right click on the user "Адмін Краю"

Actual result
'Відмінити роль Адміна' is active, but Hovel admin doesn't have the right to make changes in this part. After making changes in this part we get 403 error

Expected result
Hovel admin shouldn't have active option 'Відмінити роль Адміна'
Hovel admin should have such options on right-click: Переглянути профіль, Провід куреня, (? Заархівувати користувача?)
