Steps to reproduce

1. Go to the left-side menu
2. Click on 'Рішення'
3. Click 'Додати рішення' button
4. Find the field "Attach file / Прикріпити файл" and attach any file

Actual result
A button "Видалити файл" appears

Expected result
'Delete file' option should be made another way (see in attached file below)
