Preconditions
Sign in as new registered user (https://eplast.westeurope.cloudapp.azure.com/signin)

Steps to reproduce

1. Go to the Personal Profile
2. Click on the name of the city (станиця) in the left section under the profile photo
3.  Go down to the "провід станиці" and click "More (Більше)" button
4. Click on any profile

Actual result
Registered user can click on users profiles from "провід станиці" section and gets 403 error

Expected result
Registered user shouldn't be able to click on users profiles
