Configurable queue consummation delay

Describe the solution you'd like

At the moment, the only way to set the queue's consummation delay is throught appsettings.json file.
That's okay in most cases but it would be helpful if the consummation delay were configurable during registration.

I would like to propose the implementation in this PR #411
