"todo" and "api" items not showing

I'm trying to run a solution based on the template.
Set "UseInMemoryDatabase": false
It builds and runs OK.
DB tabled are created and I can register and login.
However, menu items "ToDo" and "API" are not shown in the page...
What am I doing wrong?
How can I use the Swagger UI?
