telegram notifications filtering,

I've configured telegram notifications. How to setup notifications only for "new" products? Now if product is available I'm receiving telegram notifications, even few minutes back I've just got it:

IN_STOCK_WAIT_TIME = " time out in sec." instruction found in the dotenv file

IN_STOCK_WAIT_TIME does it remain valid as long as node is running ( npm run start)?
When I restarted the node I've got all notifications again, can avoid that ?
