Guide https://github.com/jenkinsci/configuration-as-code-plugin/blob/master/docs/PLUGINS.md#configuration-test does not describe where configuration-as-code.yml should be located (in plugin repository, in this repository, what directory) and how to generate/create that yaml file

Reference any relevant documentation, other materials or issues/pull requests that can be used for inspiration.
