This would allow for ...

  1. us to provide hosted versions of tested templates
  2. everyone to define organization or account wide defaults

One way to implement this from a DX perspective would be to specify a repository slug and path inside that repository.
e.G. jop-software/.github/labels/agile.json.
The action would then try to clone the given repository and apply the labels in .github/labels/agile.json to the current repository.
