From the community site: https://community.software.sil.org/t/hebrew-sil-keyboard/7566

I noticed some keys on the shift layer of this keyboard are blank. What if you bring keys such as hataf segol (U+05B1), hataf patah (U+05B2), hataf qamats (U+05B3) to the shift layer to make things easier/faster for students? At least they are frequently used keys for beginners.

The Hebrew keyboard is so complex we would need to carefully review the best changes. An issue for the same keyboard: #2172
