The "Forgot Password" link appears on the sign-in page and is clickable regardless of whether email setup has been completed.

I'm concerned that users attempting to reset their passwords when email setup isn't complete will be frustrated when they don't receive any reset email.

I believe this link should be disabled when email setup is incomplete.
