Restarting when an angle range was in the middle of merging results #2

It is possible for a job to end in the middle of it merging results for a single angle range. Right now there is no mechanism to restart the total job and also allow for some number of extra allocated workers to be assigned to the same angle range permitting the merging of results to continue.
