v3.1 introduces breaking changes

Since v3.1 seems like the filament panel is required, so it no longer works as a standalone package.
Any reason why this breaking change was introduced?

This should work. If you publish the views, try to remove them.

I don't have the views published. I've just updated from v3.0 to v3.1

The error occurs here /vendor/filament/filament/src/FilamentManager.php in Filament\FilamentManager::getPlugin at line 290

v3.0 didn't included use Filament\Panel; and I don't have filament/filament installed. I only use some of the filament packages like form, notifications, etc. So I believe it something with the lack of filament panel not being installed php artisan filament:install --panels
