环境：Window10+VS2017+Opencv3.4
编译通过，执行报错如下：

经过调试发现在：plate_locate.cpp Line148

我也定位到这一行报错，报出来的错有所不同，最后发现是因为用了错误版本的dll，项目中引用了opencv/build/x64/vc14/lib，复制到C:\Windows\System32的dll文件不小心复制了opencv/build/x64/vc12/bin目录下的文件，统一改为vc14后就没问题了
