Add caching to the CI

Same issues as here

Caching once worked in the CI workflow, then it mysteriously broke without any change on our end. As configured, the previously working workflow would not properly load cached dependencies.

I'm not exactly sure why this would happen, but there may be some changes to the Github actions backend that silently affected us. We may need to change our actions/checkout or actions/cache versions?
