about zscan

I had a question about zscan, how to return a sorted list (from min to max) and use zscan.
Now I look seems to not sorted list, but every return result set is the same.
e.g:
zscan key 0 match * count 3
return: 1:1, 3:3, 5:5
zscan key 0 match * count 5
return: 1:1, 3:3, 5:5, 4:4, 9:9
