For DeviantArt, how do I only download images with certain tags to them? Does the tool download them, too?

For a deactivated account, general search or gallery search is most likely not an option, so you'll have to tell gallery-dl to request extended metadata to get a list of tags and then use --filter to select only those posts with the tag(s) you want.

gallery-dl -o group=0 -o metadata=1 --filter "'MYTAG' in tags" https://www.deviantart.com/fu-reiji
