[Bug] Remove UTF-16 encoding from save/load file in SVGConfig #101

Expected Behavior

SVGConfig settings should be successfully loaded from a JSON file encoded using UTF-8 (default encoding).

Actual Behavior

An error is thrown when loading SVGConfig settings from a JSON file if the file is encoded using UTF-8.
