docs: include page/section on Effective Entry Date calculation

We should write up a page detailing how to use moov-io/base and cutoff window calculations to set the EffectiveEntryDate on batches.

@ChillOrb Yes this document can still be written. I think it should go in the "ACH File Setup" section of our docs.

I'd call it "Calculating Effective Date" and the page should include topics like the following:

• On debits determine good funds hold (e.g. 2 banking days)
• If over SameDay limit push EED to next banking day
• Determine if we have enough time today for same-day, otherwise bump to next day (e.g. for credits)
• Skip ahead if on weekends and bank holidays
