Please report this issue to the nektos/tap tap (not Homebrew/brew or Homebrew/core):

Please install act via homebrew-core brew install act

As @catthehacker recommended, I untapped this and installed from core via:

brew uninstall act
brew untap nektos/tap
brew install act
