Preferred CI Job for building a hugo website with blowfish

Hi everyone!
I am a happy blowfish user, I used the them for already two projects. I usually install it downloading and extracting it in the themes folder, for easy integration with the CI jobs - I build the hugo website using gitlab CI. I wanted to ask the community if someone used the submodule installation and managed to have it working with CI. I am at the moment struggling with tailwind customizations: should I add in my job script the installation of all npm dependencies then build the custom tailwindcss and finally run hugo? Or do you use a different approach?
