Create scenario for create pull request

I want to create a fixture for the call to create a pull request (/repos/:owner/:repo/pulls) and at least a subset of the errors it can return.

I will need a token for one of the test user account.

You should be able to just create your own test organizations and test accounts, then configure the tokens as described at https://github.com/octokit/fixtures/blob/master/CONTRIBUTING.md#test-users--organization--tokens

I’d appreciate if you could give that a try. If you run into any roadblocks I’ll help you out and improve the CONTRIBUTING documentation while at it, so make it easier for future contributors.

I’m not free to share the credentials with the existing test accounts I’m afraid
