make does not run cleanly before I make code changes

I am working off 9a150e1 which was checked in 1 Sept 2020.

When I run make I see

Any ideas how to get make to run cleanly?

I am also having this issue but so far I haven't found a way to work around it. Running go test on individual components works properly.
