Near Edge MVP

This is a top level "tracker of trackers" for supporting versions for Phase 2 of Near Edge to deliver an MVP feature integrated into Open Data Hub.

This is a follow-up to #57 to deliver a Proof of Concept for an Edge use case

• MLOps Pipelines - Package model into an immutable container and push to a registry
• Integration with ACM for GitOps workflow
• Initial support for Model Observability in remote environments
• Dashboard UI for Data Scientist --> MLOps workflow -> Observability workflow
