Add support multiple rule at same time

I have added two rule at same time, so it is impacting first rule only.
eg:
rule-1: ruleadd delay_25 delay=2000 percentage=25
rule-2: ruleadd return_conn_err return_err=CON percentage=25
so it's having impact rule-1 only on redis db.
