[City OFN Voucher] Change link + remove a sentence on settings page

Description

- As a: enterprise user
- On page: /admin/enterprises/NAME/edit#/connected_apps_panel
- I want to be able to do:

1. If I've connected my enterprise to VINE, I shouldn't see the sentence "To enable VINE for your enterprise, enter your API key and secret."

2. The link should land on https://vine.openfoodnetwork.org.au instead of OFN setting panel

Acceptance Criteria & Tests

1. Go to /admin/enterprises/NAME/edit#/connected_apps_panel for an enterprise not connected to VINE yet
2. Check the link to VINE is correct
3. Check the sentence "To enable VINE for your enterprise, enter your API key and secret." appears
4. Add your API key
5. Check the sentence "To enable VINE for your enterprise, enter your API key and secret." does not appear anymore
