[PINNED] Guidelines for posting issue reports

Hi,

In order to facilitate quick and efficient response, it's advised to provide the following information when reporting an issue or asking a question about unexpected behavior:

1. Which UCX version is being used
2. Which UCX environment variables are being set
3. If possible, compile UCX with debug logging enabled (./contrib/configure-devel) and upload debug logs with UCX_LOG_LEVEL=trace. See more details here
4. If possible, share a reproducer command/test code that demonstrates the issue
