Personal health dashboard notifications with organization mode

I am not sure if this possible but I am attempting to run personal health dashboard in organization mode and capture notifications using custodian in a centralized account. Looking through docs it sounds like this should be possible?

I have set up event aggregation with organizational view per the docs https://docs.aws.amazon.com/health/latest/ug/enable-organizational-view-in-health-console.html and have set up a delegated management account.

I have a policy set up in the delegated management account to notify on phd events when they are received, but I think something is off, presumably it because I am using an account resource? Is there a better way to detect these events at the org level? I see the health-event resource, is that the way to go?

There does appear to be an organization API for Health events https://docs.aws.amazon.com/health/latest/APIReference/API_OrganizationEvent.html.

If you all are interested I would be up for adding support for this. Just not quite sure where to start.
