2.24 Release Management

2.24.0 will be the next 'major' following 2.23 on Nov 19.

• 6 weeks after Nov 19 would be 2025-W1, as a practical end of year matter (among other things I won't be looking at computers) we should either release by the very beginning of 2024-W51 or wait until 2025-W2

• Bug Triage!
• Prepare Release Notes
• Blog Post
• Additional RCs as needed; nudge testing in productive testing; various applications of human judgement under conditions of uncertainty.
• Actually do the release!
• Update Example Repos

rc0 is out:

• No obvious breakage (aka green CI) in my internal repo

Timing wise, having just gotten rc0 out, we are not going to release the big .0 this week. I'll be back 2025-W2, so as a practical matter that probably means 2025-W3 is the earliest not rushing target.
