Fix/Update Page Component

During the sticky header review with @bekah-stephens, we discussed going back to using the page base components for our default/diy page section but also providing a new empty content area frame option for those who want a more custom layout.

We should probably enhance the base title area component to add options for left-aligned action groups, title labels, etc.

Also want to make sure our page section base components get updated spacing from patternfly/patternfly#6766
