Toast alerts: Define animation tokens

In PF5 the toast alert component does not support micro animations.
The goal of this isssue is the define the following behaviours:

• How alerts appear on screen
• Adjust position depending on the number of alerts and
• how the alerts disappear after a fixed time/dismiss action.

@andrew-ronaldson i moved this to design since it didn't seem specific to the design kits! not sure if it needs to be moved out of the figma kits project. I'm not sure if we'll actually be able to bake the toast alert animations into the Figma kit, maybe we can create a follow up issue for trying to get these into the actual figma library later?
