SMS Messages being sent to Inactive users

There seems to be a bit of a bug that sends announcement sms messages to inactive users.

An example of this is the message sent to the phone number: 6281222563379 on August 14th, 2016

As part of this, the number displayed in the Send to Button should reflect the number of active users and not include inactive users.

For example- this shows 4 when there are only 2 active PCVs in the country.

2b6012d disables sending messages to phones owned by inactive volunteers. This probably needs some refining though, since we know that phone numbers may be re-used: if we get a text from an "inactive" phone, the user won't receive any responses. This probably isn't what we want ... but what should happen?

@jamesdabbs - Shouldn't they get the standard - no user recognized with this phone number, contact med unit to add this number ? (I don't know the exact wording.)
