Only restart tomcat if no active activities

• Sequencing runs in "Uploading" state
• Analyses running
• NCBI Exports running

Thinking of checking the database to see if the following are in progress. If tomcat is restarted during any of the list activities above, they will fail.

Not sure how to keep state between puppet execution to indicate that it does have to restart tomcat service.
