REFramework does not load for DD2 #1137

Description:
After the latest patch, REFramework can't seem to load, with or without any mods.
Steps taken to debug:

  • Uninstall all mods
  • Uninstall & Clean Reinstall the game (Completely empty the installation folder before reinstalling)
  • Test with the 3 latest Nightly Builds along with the Stable Release (v 1.5.7 Jul 4)
  • Disable DLSS in graphic setting
  • Launch without and then with mods
  • Going through log file

REFramework version:
REF Nightly 01019 (d474aa0a9b568a377f4d1e8749ad9a74cf75ba69)

Expected behavior:
REFramework menu to appear when using Insert key or to appear when launching the game

System's information:

  • OS: Windows 11
  • Graphics card: GeForce RTX 4060 (Laptop)
  • CPU: Intel i7-13700HX 2.10GHz
  • RAM: 32GB
  • Steam
  • No VR

Update:

  • Tried again on a different PC (Windows 10, GeForce GTX 1060, Intel i7-8750H 2.21GHz)
  • This time the menu appears, the logfile doesnt have failed attempt in creating dummy swapchain
  • The config file was also generated successfully
    re2_framework_log.txt

Note: Left is the one running on Windows 11 (not working), right is the one running on Windows 10 (working)
Maybe there's some .dll missing or not included in Windows 11? Can someone please point me to where I can find out about the missing/faulty files and how to get the correct ones?
