Reasons for the request

I would like to publish the package with the name zuullint which is the replacement for zuul-lint. The reponsible has already considered the project deprecated -> pycontribs/zuul-lint#6
I've established my first contact with the project reponsible some months ago. My first contributions were accepted and we've aligned the next steps, which included refactoring, new features, and a new pypi release.
The current situation is a bit awkward because he no longer replies to emails, matrix messages (channel and DM), not even in my PRs in the zuul-lint repository -> https://github.com/pycontribs/zuul-lint/pulls

Considering this, I would like to publish the project zuulllint which is hosted here -> https://github.com/codesquadnest/zuullint and was already tested in testpypi -> https://test.pypi.org/project/zuullint/ but I'm receiving the following error when I try to upload the new package to PyPi:

HTTP Error 400: The name 'zuullint' is too similar to an existing project
