Classic Explorer navigation bar - latest
Windows 24h2

Process flow:
Go to start menu, right click on an app and open file location.
Randomly sometimes the navbar will be blocked from loading. Explorer loads the menubar first in white, which transitions with a broken animation to dark mode but navbar doesnt load
