For consideration:

If joining a community, we should ask if they have a code of conduct in their repo. If they don't have one, we should recommend establishing one.

We should totally add our own code of conduct, but I think recommending how to get communities to adopt one is out of the scope of this guide. Opensource.com has plenty of resources we can point to about this.

I agree developing and implementing a code of conduct is out of scope, but it may still be worth noting and pointing to other resources.
