Support enable call/msg log but without the switch

In some case, user do not want the switch, want enabled and can not be diabled.

#414 Resolved the init status issue, but the switch still exist, still need a way to not show the switch at all, because if it exists, user may make mistake to disable it.

@embbnux I think we should add a config parameter that allows someone to set and force a value. If a value is forced, we simply disable the form element, but leave it visible. Then on hover, show a tool tip that explains an administrator has set the value and cannot be changed.
