Packages unable to be matched to rule

Some packages (eg: RSclient, RPostgreSQL) do not declare any system requirements and then are not able to be matched to a rule.

Running npm run test-patterns -- rules/rule.json --verbose will show the rule match based off of real CRAN package data; however, with some packages such as RSclient, there are no matches even though this package shows up in the CRAN build summary (via https://beta.rstudioconnect.com)
