Ipopt with Thirdparty-ASL (version "trunk", master branch) breaks kipet #116

As noted by Helena, this creates the
UnicodeDecodeError: 'utf-8' codec can't decode byte 0xb0
error.
It has been verified that version release\1.4.1 of ThirdParty-ASL works fine with Ipopt.

Users should make sure that their Ipopt distribution runs with release\1.4.1 or older.
Also, dynamic loading seems to get in the way of having the right coinasl library.
Please, make sure that you preload the correct library if you happen to have several.
