How to build a .netrc file .I have a login in dataspace.copernicus.eu,

I have a login in dataspace.copernicus.eu, but I don't know how to build the .netrc file to work the eof.exe.
when I work it ,it show [WARNING dataspace_client.py] No netrc file found.
But when I build a .netrc file in the C:\Users\95720>, it show UnicodeDecodeError: 'gbk' codec can't decode byte 0xff in position 0: illegal multibyte sequence.
so I don't know how to work the eof.exe.
