Switch the public search off and focus on the search as a service?

Given the extremely low genuine usage of the public search (e.g. 5 searches a day), and the incredibly high amount of spam traffic (e.g. 80,000 spam searches a day - see #55), it is starting to feel like this project hasn't achieved its original aim of providing a new model for internet search, and worse still may have actually primarily been a source of original content for SEO spammers to populate their link farms or whatever.

So I'm starting to consider switching the public search off, and focus on the (open source and self hostable) search as a service. Any thoughts?
