[Chassis][voq] brcm_sai_clear_buffer_pool_stats errors seen intermittently

Description

Steps to reproduce the issue:

1. When run the test_qos_sai.py on the voq chassis. This error SAI_API_BUFFER:brcm_sai_clear_buffer_pool_stats:2874 Unsupported buffer pool type 2 is seen intermittently in the syslog causing loganalyzer to mark the test as error.
