Cannot delete library

Issue description

Create a new library I cannot delete it. It prompts me as if it is going to, but nothing happens.

Same behavior on two different computers and from the Libraries list or the library edit screen

Steps to reproduce

1. Create a library
2. Try to delete the library
3. Cry

ENG-1955 Cannot delete library

[jimmckeeth]

After closing and restarting Spacedrive, I discovered the library was deleted. Not sure if it is supposed to require a restart to delete it, but that appears to be the case.
