Apply correction prioritisation to the _input_ of the PPL #271

This applies to a future L-Band- and IP- capable product.

We will need to apply corrections prioritisation to the input of the PPL.

The PPL will get horribly confused if it is fed with L-Band and IP SPARTN simultaneously.

Fix #270 resolves #267 and allows the output of the PPL to be prioritised correctly. For the future product, we need to go further.
