Support Gitlab token refresh

Please describe the enhancement

The tokens we get from the Gitlab integration are a lot shorter lived than for other providers. This is good for security. However, we should take this into account and take the refresh tokens into use.

Solution Proposal

We should support the refresh token process within the gitlab provider. We should also have a conversation about token management expectations within minder, but that should reflect in a broader approach.
