It appears that QNL's OAI-PMH server may not be behaving correctly when handling resumption tokens and the ListRecord until parameter. There is more info over at mloesch/sickle#56 to confirm this isn't a bug in Sickle.

This is a bug on QNL's end but I want to track it here.
