[Bug]: Unable to login after setup requests with non-aws keys

What happened?

What actually happened, including error codes if applies.

Steps to Reproduce:

1. On a new lakeFS installation, call setup_lakefs with some random keys (user reported a failing key with chars%?&_[=+/l--({ and some a-zA-Z+), the request
2. Try to do any operation using the admin creds and see a 401 response

Expected behavior

lakeFS should work with any key pair it accepts in the setup operation
